Trade is the lifeblood of today's global economy and all trade requires agreement between
sellers and buyers. Metrology, measurement, is at the core of all trade. It is the trust and
assurance informed by accurate measurement that enables trade to occur, whether that trade is
in vast quantities of sophisticated manufactured items between international corporations in
different parts of the world, or between an individual and his or her butcher for a steak for the
evening's dinner.
When it comes to global trade, it is the relatively recent development and broad acceptance of
an integrated and effective global measurement system, starting with the oversight of the
International Committee for Weights and Measures (CIPM) and working its way down eventually
to manufacturing, service, regulatory and governance organizations wherever in the world they
may be, that enables today's vast flow of goods and services to take place. Competent
measurement programs assure that parts and services provided in one geographic location, by
one or various suppliers will in concert result, in another part of the world entirely, in products
and services that fit together and/or work as intended by their designers. |

completion of our new thermodynamics laboratory at our Columbia City headquarters.

"Stopwatch and Timer Calibrations"
This guide assists the
working metrologist or calibration technician by describing the types of stopwatches
and timers that require calibration, the specifications and tolerances of these devices, the
methods used to calibrate them, and the estimated measurement uncertainties for each
calibration method. It also discusses the process of establishing measurement traceability
back to national and international standards.

Jeff Gust, VP Metrology Services invited to
ILAC/IAF Conference in Stockholm, Sweden.
The conference will contain the international organisations' general assemblies as well as committee meetings covering most aspects of accreditation of laboratories, inspection bodies and certification bodies.
A large number of experts, representing accreditation bodies and various stakeholders, will meet at the conference to exchange ideas, discuss international co-operation, accreditation and different topics concerning conformity assessment. |

New Mobile Calibration Labs added to the Fleet
In addition to sending your equipment to our calibration laboratory,
we can send our calibration laboratory to you!
To better serve our customers, Bagan has added specially designed mobile calibration laboratories to our nationwide fleet of on-site service vehicles.
These vehicles are self-contained laboratories which house our calibration standards and maintain the appropriate laboratory environment to perform routine DC / Low Frequency, RF, Temperature, and limited Mechanical / Dimensional calibrations.
Our mobile calibration laboratories may be used when customers do not have room to accomodate or a suitable environment to perform calibrations. To determine the right on-site calibration service for your needs, contact us! |

Jeff Gust represents NCSLI at EURAMET
Jeff Gust, VP Metrology Services (2nd row, 3rd from left) represented NCSL International at the 2008 EURAMET General Assembly, held in Marseille, France. The EURAMET General Assembly is an annual meeting of all national measurement
institutes in Europe and affiliates.
EURAMET coordinates the cooperation of National Metrology Institutes (NMI) of Europe in metrology research, traceability of measurements to the SI units, international recognition of national measurement standards, and the Calibration and Measurement Capabilities (CMC) of its members. |

Jeff Gust joins Bagan Technical Services as Vice President of Metrology Services
World-renowned metrologist Jeff Gust brings over twenty distinguished years of
experience in measurement science to Bagan Metrology Division.
Columbia City, IN, USA, 09/17/07 — Bagan Technical Services is pleased to announce
Jeff Gust as Vice President of Metrology Services. With his extensive knowledge of
measurement science and calibration quality system requirements, he will manage all
in-lab and on-site metrology operations. Jeff will contribute to Bagan’s continued
expansion of capabilities and services with some of the smallest uncertainties in the
industry.
Jeff Gust is a respected metrologist with a bachelor’s degree in Physics from Purdue
University and over twenty years of experience in the metrology industry. He began his
career in 1985 as a TMDE repair technician in the United States Marine Corps. Upon
honorable discharge from the Marines, he was employed by Tektronix as a Calibration
Technician and Quality Manager for the Irvine California Tektronix service facility. In
1990, Jeff joined Verizon and served as a Metrology Technician until 1995, when he was
promoted to Staff Engineer and Technical Manager for Verizon's Fort Wayne Indiana
metrology laboratory. There he developed Verizon’s corporate Metrology Quality System
and numerous calibration processes, including the primary level DC Voltage, DC
Resistance, and Frequency programs which were accredited to ISO/IEC 17025 by the
NIST NVLAP program. As Vice President and Director of Quametec Proficiency Testing
Services, Gust developed the Quametec quality system and established A2LA accredited
measurement proficiency testing programs to support the metrology industry. Gust served
as President of NCSL International in 2006 and continues to serve on the Board of
Directors. Jeff is also a Lead Assessor for the A2LA Calibration Accreditation Program
and a NACLA Evaluator. Jeff has co-authored several NIST publications. He has
provided metrology consulting and proficiency testing to metrologists and laboratories
around the world and hosted numerous measurement science workshops and training
sessions. Jeff also presently serves as a metrology consultant to the United Nations
Industrial Development Organization (UNIDO) and is on the writing committee for the
international standard, ISO 17043, general requirements for proficiency testing.
Jeff Gust has authored many technical publications including:

Every product and service that consumers use is highly dependent on metrology for a variety of reasons. From the fit and finish of our vehicles to weights and volumes of products purchased in the grocery and meat market, we are impacted at every level.

Richard J. Bagan, Inc. hosts the NCSLI MidWestern US Regional Conference and Quametec measurement uncertainty training

Thity-five eager-to-learn metrologists were in attendance for the Winter meeting of the Northern Indiana Section of NCSLI held on December 11, 2006. Richard J. Bagan, Inc. hosted the meeting in their multi-media training room, located in Columbia City, IN. Doug Leonard, Northern Indiana Section Coordinator, kicked off the meeting by welcoming all the attendees and introducing the (at that time) President of NCSLI, Jeff Gust.
Jeff gave all an update on the latest board of directors meeting including highlights from the last NCSLI conference in Nashville. Jeff informed us on the last board of director's activities including the release of Measure Magazine, the new e-store, and World Metrology Day. Jeff provided an informational overview of the output from the NCSLI committees and some of the committee's future goals. He ended with answers to questions from the group about NCSLI activities and how membership has benefited him personally in his professional growth.
Next, Doug Leonard provided an overview on what assessors look for when reviewing uncertainty budgets. The presentation described how assessors review uncertainties as represented on the scope of accreditation, best measurement capability (BMC) and the uncertainties for each test and calibration as reported on certificates and test reports. Details were given on the elements of an uncertainty budget and how these elements can be aligned into a "Type A" world and "Type B" world using the fishbone diagram as provided in root cause analysis.
Jim Jenkins presented an overview of Uncertainty Management using software as a tool for computing an uncertainty budget. Jim presented his "Basic 5" items to consider for any uncertainty budget: calibration uncertainty, allowable deviation and/or drift, resolution, repeatability/reproducibility, and environmental influences. He illustrated the ease of utilizing resources provided to compute the calculations and answered many questions in regards to the elements of uncertainty.
Dick Bagan then offered some of the history of Richard J. Bagan, Inc. and provided all guests the opportunity to tour his facility and state-of-the-art laboratory. Dick showed all visitors how the development of software has helped his organization with efficiency and quality as an accredited laboratory. |
